Preheat your oven to 350°F (175°C). Grease a 9×13-inch baking dish.
Cook the Beef:

In a large skillet over medium heat, cook the ground beef until browned, breaking it up with a spoon. Drain any excess fat.
Add the chopped onion and minced garlic to the skillet and cook until the onion is translucent.
Combine Ingredients:

Stir in the diced tomatoes (with their juice), uncooked rice, beef broth, oregano, basil, paprika, salt, and pepper. Mix well to combine.
Assemble the Casserole:

Transfer the beef and rice mixture to the prepared baking dish. Spread it out evenly.
Sprinkle the shredded cheddar cheese and frozen peas (or mixed vegetables) evenly over the top. If using, sprinkle the grated Parmesan cheese on top.
Bake:

Cover the baking dish with aluminum foil and bake in the preheated oven for 45 minutes.
Remove the foil and bake for an additional 10-15 minutes, or until the rice is tender and the cheese is melted and bubbly.
